Covenant of Mayors: «City2City» exchange programme: 2nd Call for proposals for Mayors’ level study visits

The Covenant of Mayors - East project continues with thematic study visits for representatives of signatories to EU countries.

Background

The first visit was organized in March 2019 for representatives of 18 municipalities from Azerbaijan, Armenia, Belarus, Georgia, Moldova and Ukraine, who visited the cities of Riga and Jelgava (Latvia) and got acquainted with the best practices and results of these cities.

The next visit will also be organized for representatives from the top management of municipalities (mayors or chairmen, or their deputies) to one of the EU countries, whose experience can be applied in the Eastern Partnership region.

Who can take part?

The call is open for the mayors or deputy-mayors of signatories of the Covenant of Mayors-East countries (namely Armenia, Azerbaijan, Belarus, Georgia, Moldova, Ukraine) that have high motivation to participate in the study visit, meet the formal criteria and will be ready to apply the knowledge in practice.

Important! Cities whose representatives took part in the first study visit within the framework of the “City2City” program are not allowed to participate in the second study visit.

Requirements for candidates:

• Status of CoM signatory with the submitted and JRC approved SEAP/SECAP;
• Operational energy management system (either energy management system established either appointed staff employee who is implementing energy manager’s responsibilities and tasks);
• Developed and submitted monitoring report is an asset;
• Practical experience with energy efficiency project designing and implementation;
• Evidence that the applicants can dedicate appropriate mayors’ level (mayors or equivalent) for abroad visits;
• Developed and submitted monitoring report is an asset;
• Being a host city during technical level study visits is an asset.
