On 9 October, the European Investment Bank (EIB) and the Government of Ukraine signed agreements on three loans totalling €640 million.

This assistance aims to support the long-term social and economic development of eastern Ukraine, the integration of the conflict-affected regions, the development of sustainable municipal transport, and the modernisation of transport infrastructure in the country.

The first loan of €340 million will support infrastructure rehabilitation. It will also improve living and business conditions in the conflict-affected regions of eastern Ukraine, including regions with large numbers of internally displaced persons.

The second loan of €200 million will go towards improving the quality and reliability of public transport in up to 20 Ukrainian cities, reducing pollution and improving the living conditions in cities.

The third loan of €100 million will be directed at reducing travel times, improving road safety and decreasing vehicle maintenance costs along 183 km of improved roads in the region of Luhansk.

Substantial grants from the EU will support the EIB loans with technical assistance for project preparation and management.
