On 17 December, the Ministerial Council of the Energy Community met virtually, to discuss the next steps in modernising the Energy Community Treaty through a set of amendments. The amendments are expected to fully equip the Energy Community for further market integration and make it fit for a clean energy transition.

During the meeting, the Ministerial Council also agreed to adopt the 2020 General Policy Guidelines on 2030 targets and climate neutrality for energy efficiency, energy from renewable sources and greenhouse gas emission reduction. This will allow contracting parties to adopt specific 2030 energy and climate targets that match those of the EU.

The Energy Community is based on the Energy Community Treaty which brings the European Union and its neighbours together, including Eastern partner countries – Georgia, the Republic of Moldova and Ukraine – to create an integrated pan-European energy market. The Energy Community’s key objective is to extend the EU’s internal energy market rules and principles to countries in south east Europe, the Black Sea region and beyond through a legally binding framework. The integration method is based on the Energy Community’s adoption of the EU energy acquis, with some adaptations, which can then be transposed by the contracting parties in their domestic legal order and then implemented.
