Experts in Ukraine have called for monetization of energy subsidies for all vulnerable consumers as a way of combating energy poverty. This recommendation was issued during the round table “Ways of combating energy poverty in Ukraine”, which took place on 7 February.

The event was organised by leading Ukrainian non-governmental organisations as part of the project, which was funded by the EU within the EU4Energy Initiative and co-funded by the International Renaissance Foundation. It aims to strengthen the role of civil society in advocating reforms in the energy sector and related sectors.

According to EU standards, energy poverty occurs when a household’s energy consumption expenses surpass 10% of the overall household income. The experts underlined that the first step for Ukraine in combating the energy poverty would be to identify the categories for vulnerable consumers, as well as targeting monetisation of energy subsidies only for the vulnerable categories.
