A second series of High Level Policy Talks dedicated to electricity market integration between Ukraine and the Republic of Moldova took place on 14 June in Odesa.

Bringing together stakeholders from both countries, representatives of the European Commission and the Energy Community Secretariat, the event identified the remaining challenges for market integration between the two neighbouring contracting parties and agreed on the way forward.  

The event focused on ensuring a smooth transition to a system of joint cross-border capacity allocation and further regional electricity market integration. Inter-transmission system operator (TSO) cooperation was in the spotlight, focusing on cross-border capacity calculation and joint allocation rules, a joint mechanism for compensation of unintended deviations and cross-border balancing rules harmonised with the Energy Community acquis. Close cooperation between TSOs and national regulatory authorities of both countries is crucial in designing and implementing the inter-TSO arrangements.

This is a first step towards the implementation of more efficient and competitive mechanisms for cross-border trading and balancing.

The event was organised in the framework of the EU4Energy Governance Programme. EU4Energy provided technical assistance to both countries in reforming their national electricity markets and applying cross-border mechanisms that allow access to cross-border capacity on a non-discriminatory and competitive basis.
