On 9 September, Energy Community Secretariat experts, together with representatives of the National Agency for Energy Regulation of the Republic of Moldova (ANRE), Moldelectrica, and distribution system operators and suppliers, held a kick-off meeting on developing and implementing a transitional balancing mechanism for Moldova.

As a first step in this process, the experts will assess the existing balancing mechanism framework, the role of Moldelectrica and other market participants in balancing the system, and their relations on the electricity market. They will then gather relevant information for designing the transitional balancing mechanism and associated rules, and these are expected to be delivered in early 2020. The aim is to transition to a market mechanism composed of incentives for hourly balance responsibility. Actions towards this are undertaken as part of the EU4Energy support for Moldova, and constitute an important transitional step towards the creation of a liberalised national electricity market, in accordance with the Energy Community acquis.
