On 7 November, the first stakeholder meeting to launch support for the development of a plan for smart meter rollout in Ukraine took place under the framework of the EU4Energy project. Smart meters measure each consumer’s exact use of energy (i.e. gas and electricity) and automatically send the information to the energy supplier. This makes it easier to manage energy use, save money and reduce emissions.

Up until the end of the year, representatives of the National Energy and Utilities Regulatory Commission (NEURC) and the transmission system operator Ukrenergo will work with Energy Community experts on developing a draft methodology for smart meter implementation. They will specify the criteria and measures taken into account and outline the minimum functional requirements for smart meter systems according to local conditions and needs.

The technical assistance will be based on assessing the existing framework and the provision of an economic assessment for the smart meter rollout. The key requirements for the methodology are to focus on the treatment of data and data protection (including data impact assessment, data security, information and transparency of smart metering).

The rollout of smart meters in Ukraine will open up new opportunities to improve the quality of services and ways allowing consumers to engage with the market.
