On 3 December, a conference on improving the quality of housing and communal services took place in the Belarusian capital of Minsk. The conference was attended by representatives of communal services and local authorities from all over the country.

The event was organised as part of the EU-funded project "Requirement for Efficient Management of the Utility Sector", with partners including the Ecopartnership NGO, the Vilejka and Iŭje District Executive Committees, and the Belarusian Society for Consumer Protection. It consisted of two panel discussions, in which foreign and Belarusian experts discussed ways of improving the quality of housing and communal services and implementing energy efficient measures in the housing sector.

Over the course of three years, a number of measures have been implemented within the framework of the project to improve the housing and utilities sector in the Iŭje and Vilejka Districts. These have included: the development of public utilities charters, communication strategies and new websites for utility companies; trainings on the rights and obligations of consumers, information work, and public monitoring of the housing and communal services sector; a new site for the temporary storage of waste electrical and electronic equipment and other secondary material resources; and modernisation of the water supply system, replacing pipelines, valves and old pumping equipment with more energy efficient ones.
