On 13 October, the Verkhovna Rada held committee hearings on the progress of state programmes on energy efficiency, energy production and on energy modernisation of apartment buildings in Ukraine. Among other topics, the event participants discussed:

• the 2010–2020 state targeted economic programme for energy efficiency and development of energy production from renewable energy sources and alternative fuels;
• the national energy efficiency action plan;
• international technical assistance programmes;
• the activities of the Energy Efficiency Fund;
• further steps for implementing a long-term strategy for the efficient use of energy resources and for ensuring the financing of all energy saving programmes and projects.

The discussions were attended by members of the Ukrainian parliament, representatives of the Ministry of Communities and Territories Development of Ukraine, the ministries of Energy and Finance, the State Agency for Energy Efficiency and Energy Saving, the Energy Efficiency Fund, the EU Delegation to Ukraine and other international organisations, banks, associations and industry experts.

The head of the Energy Efficiency Sector of the EU Delegation to Ukraine, Olga Borodankova said:

“We need to understand that energy efficiency is not just about comfort, energy savings and reduced payments. Energy efficiency is also new jobs, even the emergence of new professions, such as: energy managers, energy auditors, project managers and so on. The European Union has been actively supporting Ukraine for several years in the development of energy efficiency practices: initially it was support for budget buildings, and now it is support for the housing sector. The work of the Energy Efficiency Fund is a priority for the EU. Now we see that the pace of activity of this institution is improving. UAH 1.3 billion – as the cost of submitted projects to the fund – is a good indicator of the involvement of condominiums in this process.”

Vasyl Lozynskyi, the first Deputy Minister of the Ministry of Communities and Territories Development of Ukraine, commented:

“I would like to note that more than 200 applications have already been submitted to the Energy Efficiency Fund and the amount of the projects exceeds UAH 1.3 billion. These results are good, and we are convinced that the dynamics of the number of applications from condominiums will continue to grow. Moreover, the fund is constantly improving the conditions of the programme and helps condominiums to implement quality projects for energy modernization of buildings.”
