NETWORKING PLATFORM FOR MAYORS
Municipal Development Coordination Platform – or Covenant of Mayors Club – is a new cooperation and networking format proposed by the CoM East project for CoM Signatories in all Eastern Partnership countries. The mission is to strengthen the dialogue between local and regional authorities, national and international beneficiaries to create a favorable environment in the communities for sustainable energy development and successful implementation of climate change mitigation measures.

Armenian Municipal Development Coordination Platform kicked off
24 representatives of Armenian CoM Signatories took part in the first meeting of the Municipal Development Coordination Platform, willing to combine efforts in reducing their energy dependency and sharing useful experience in implementing climate change adaptation measures in their municipalities. The mayor of Spitak Gagik Sahakyan was elected to chair the country’s Covenant of Mayors Club.

First meeting of the Covenant of Mayors Club in Belarus
About 40 representatives of local authorities and public organisations from Belarusian CoM Signatories gathered to agree on the joint strategy and work for 2019. Membership in the club aims at helping the participating cities share best practices on sustainable energy development and climate, develop and implement joint projects in the priority areas, and search for various funding opportunities, including grants, investments and credit resources.

Municipal Development Coordination Platform of Georgia gathered for the first time
Georgian CoM Signatories welcome a new discussion club, which serves as a main platform and forum for multichannel horizontal information exchange, where national, regional and local initiatives can be discussed and useful ideas shared. The first meeting of MDCP in Georgia brought together mayors of the CoM Signatories, representatives of the CoM National and Territorial Coordinators and Supporters, as well as EU Delegation to Georgia and other international donor organizations.

The concept of Municipal Development Coordination Platform (MDCP) in Moldova has been developed and adapted after consultations with the EU Delegation to Moldova. The document was distributed among the key stakeholders – CoM Signatories, National Coordinators and Supporters, as well as Agency for Energy Efficiency, Ministry of Finance, Ministry of Agriculture, Regional Development and Environment (MADRM), whose involvement is crucial to foster investments in sustainable energy and climate change adaptation projects at local level. The analysis of barriers and drivers is being underway and the benchmarking database has been completed. The MDCP launching event in Moldova has been delayed due to the expected changes related to the ongoing central public administration reform.

First working meetings of the Municipal Platform for Energy & Climate Transition in Ukraine
Ukrainian CoM Signatories, representatives of EU Delegation to Ukraine, CoM National Coordinators, Supporters and Territorial Coordinators, CoM-DeP project etc. held a number of meetings to discuss a working plan and joint activities of the new platform for 2019. In total, 140 people attended the working meetings. One of the main topics addressed was internal capacity of Ukrainian municipalities to develop and implement projects within their SE(C)APs. Participants also focused on a wider involvement of other stakeholders in the dialogue concerning the development of the National Roadmap for removing barriers and fostering drivers of SE(C)AP implementation and transferring the best EU experience. A concept note, structure and content of the National Roadmap was presented and further discussed. As of July 2019, ca. 120 CoM Signatories, 2 National coordinators, 12 Territorial Coordinators and 3 Supporters became the MDCP members in Ukraine.
