The first meeting of Azerbaijan’s inter-ministerial working group on the development of a National Energy Efficiency Action Plan (NEEAP) was held in Baku on 19 September. The meeting was organised jointly with the Ministry of Energy of Azerbaijan within the framework of the EU4Energy Governance project.

This meeting focused on the presentation of the EU and international best practices to be included in the NEEAP. Energy efficiency experts from Bulgaria, Turkey and Ukraine provided detailed information on their respective processes for NEEAP development, implementation and monitoring in their countries. Furthermore, they provided information on the energy efficiency measures implemented and savings achieved, including in the construction, transport, industry and agriculture sectors. 

It was agreed during the meeting that the members of the working group will develop and submit to the Ministry of Energy their proposals for sectoral energy efficiency measures to be considered in the NEEAP. The first draft of the NEEAP is expected to be finalised by the end of 2019 and to be discussed with the inter-ministerial working group in early 2020.

The development of the NEEAP follows up on earlier EU4Energy support to the development of a draft Energy Efficiency Law in Azerbaijan. This technical assistance activity is part of the EU-supported EU4Energy initiative, which provides technical assistance to countries of the EU’s Eastern Partnership that are seeking to enhance their energy sectors using EU best practices. In addition to Azerbaijan, the Energy Charter Secretariat also collaborates with Armenia and Belarus.
