Experts in the energy field called for further reforms in the areas of energy and the environment during a recent public discussion in the Ukrainian capital of Kyiv. The discussion was organised by the EU-supported project “Enhancing impact of civil society in monitoring and policy dialogue on energy and related sectors’ reforms in line with the Association Agreement implementation”.

Among the main problems of the gas market is the lack of a clear model for liberalisation of gas prices for the population. “Instead of the adoption of a clear model of price liberalisation, the special obligations were prolonged, preserving uncertainty,” said Roman Nitsovych, Project Manager at the DiXi Group think tank.

The experts also noted problems in the fields of renewable energy and the environment. The Parliament adopted the Laws of Ukraine on “Strategic Environmental Assessment” and “Environmental Impact Assessment”. “Unfortunately, one of the laws in general cannot be implemented in practice, because there is no secondary legislation, and such regulations were not even published for public discussion,” said Anastasiya Yermakova, an expert at DiXi Group.

There are further implementation problems in the energy efficiency sector. Additionally, half of the budget allocated to the “warm loans” programme this year has already been spent. “Most of the funds were exhausted in just a month and a half,” said Juliya Cheberyak, an expert at the OPORA network.

The event was organised by leading Ukrainian non-governmental organisations as part of the project, which was funded by the EU within the EU4Energy initiative and co-funded by the International Renaissance Foundation. It aims to strengthen the role of civil society in advocating reforms in the energy sector and related sectors.
