Covenant of Mayors East

Covenant of Mayors East (CoM East) is the EU-funded project aimed at introducing the EU climate and energy initiative to the Eastern Partnership countries. CoM East supports local authorities in implementing sustainable energy policies, improving the security of energy supply, and facilities their contribution to climate change mitigation and adaptation. The CoM East Project was launched in September 2011. The first phase of the project (2011-2015) covered 11 countries of EaP and CA regions. Six countries in the EaP region were covered by the 2nd phase of the project, which runs from 2016 to 2020. The third phase (2021-2025) support municipalities from 5 EaP cvountries (Armenia, Azerbaijan, Georgia, Moldova and Ukraine)

The signatories of CoM East commit to:

  • Reducing СО2 emissions by at least 35% by 2030.
  • Enhancing resilience by adapting to the impacts of climate change herefore significantly contributing to the reduction of greenhouse gas emissions and energy consumption, increasing generation of renewable energy, and adaptation to climate change.
  • Tackle energy poverty

COM EAST OBJECTIVES:

The overall objective (impact) of the project is to enable local authorities in EaP countries to develop and implement sustainable energy and climate actions, therefore significantly contributing to the reduction of greenhouse gas emissions and energy consumption, increasing generation of renewable energy, and adaptation to climate change. Specific objectives may be described as follows:

  • Stronger focus on regional CoM East identity within GCoM initiative, with continued integration of CoM into the national systems
  • Continued and enforced provision of dedicated targeted support and capacity building to existing and potential signatories, as well as Coordinators and Supporters
  • Direct and dedicated support to municipal energy & climate projects
  • Continued efforts to create more favorable networking opportunities for municipalities and involvement of a wider range of stakeholders
  • More rigorous and cutting-edge communication on climate and energy issues with focus on civic engagement
  • More emphasis on empowerment of civil society within the CoM and in particular on the role of women and youth in climate actions

COM EAST CORE ACTIVITIES:

  • Institutional relations and cooperation with relevant stakeholders, projects and programmes
  • Building capacities of municipalities, Covenant Coordinators and Supporters frought trainings, webinars, study visits and tailored support
  • Helpdesk operation and methodological support to signatory cities
  • Technical assistance with project preparation and seeking of funding
  • Networking and sharing expeirence
  • Communication and awareness raising
  • Support to communities effected from the war

  • Municipalities commited to the CoM initiative
  • National and Terittorial coordinators (regional administrations, provinces)
  • Covenant Supporters (assosiations of local authorities)
