Ukraine: training for the city-signatories of the Covenant of Mayors on the theme: “SECAP Development as a guarantee of fulfillment of the commitments of the Covenant of Mayors”, 18-19/04/2019, Kyiv

In Kiev, from 18 to 19 April 2019, a two-days training was held for the city-signatories of the Covenant of Mayors on the theme: “SECAP development as a guarantee of fulfilling the commitments of the Covenant of Mayors”. 

Representatives of 25 cities, villages and Amalgamated Communities  gathered together to get acquainted with the structure of the SECAP, to learn how to collect data for the BEI, learn how to calculate CO2 emissions and develop energy efficient measures.

On the first day of the training, Oksana Kysil, National Expert of the EU Project “Covenant of Mayors – East” presented the main components of the SECAP, its advantages and opportunities for cities.

Mariana Pristupa, an expert in the development of the SECAP, described how to collect data to develop a baseline emission inventory (BEI), calculate CO2 emissions (BEI) based on the final energy consumption data, presented the best practices of energy efficiency measures in the recommended sectors.

Oksana Kysil together with Mariana Pristupa, conducted group classes on the development of technical energy efficient measures and the calculation of energy consumption and CO2 emissions reduction.

The second day of the training was devoted to the topic of adaptation to climate change and vulnerability assessment.

Mikhail Chizhenko, Deputy Director of the Department – Head of the Climate Strategy Division of the Climate Policy Department of the Ministry of Ecology and Natural Resources of Ukraine, spoke about the national policy of Ukraine on adaptation to climate change, as well as the impact of the Paris Agreement.

Natalya Kushko, an expert on adaptation to climate change, presented data on the effects of climate change in Ukraine, adaptation measures that can be implemented by city-signatories of the Covenant of Mayors in the framework of the SECAP.

Oksana Kysil, National expert of the EU Project “Covenant of Mayors-East” in Ukraine, presented the template of the questionnaire on the assessment of vulnerability to climate change, and also conducted group work together with Natalia Kushko on completing the section on vulnerability assessment under the SECAP template.
