Borys Rozsokha wins Energy Manager Star 2025 in Ukraine

Borys Rozsokha, Energy Manager of Zaporizhzhia, has been named Ukraine’s Energy Manager Star 2025, following a highly competitive final held as part of the Municipal Development Coordination Platform (MDCP) meeting.

The annual award, initiated by the EU-supported Covenant of Mayors – East (CoM East), recognises municipal professionals in Ukraine who lead the way in strategic planning, effective implementation, and resilient energy policy. This year’s competition confirmed once again: energy management is about more than just technical solutions – it is about leadership, systems thinking, and the ability to drive transformative change.

The 2025 final was particularly suspenseful. The energy managers of Drohobych and Rivne ended the contest with an equal number of points, sharing the second place. Both showcased strong integration of local energy plans with SECAPs, along with impactful projects to modernise municipal infrastructure – becoming role models for other Ukrainian communities.

Throughout the final session, contestants not only presented their results but also spoke candidly about the challenges they face on a daily basis:

  • writing strategic documents that align multiple policy areas,
  • introducing effective energy monitoring systems,
  • attracting financing, and
  • engaging stakeholders at all levels.

The Energy Manager Star 2025 competition demonstrated the maturity and professionalism of Ukraine’s municipal energy leaders. Their efforts go far beyond routine tasks – they plan for the long term, innovate with purpose, and mobilise their communities for climate action.
