International donors and investors have expressed concerns about the renewable energy sector in Ukraine. Investors may face financial losses if they don’t agree with Ukrainian authorities on a balanced and consensual restructuring of the renewables support scheme.

The Verkhovna Rada is reviewing Draft Law 3658, which is based on a memorandum, developed in the mediation process under the Energy Community Dispute Resolution and Negotiation Centre. The memorandum includes mutual commitments by the Ukrainian government and a number of investors for restructuring the renewables support scheme, based on feed-in tariffs and long-term power purchase agreements.

Although, the Energy Community Secretariat has secured agreement in many areas between renewable energy investors and the Ukrainian authorities, the current form of the renewables support scheme continues to raise concerns with many investors.
