By providing an accurate picture of Ukraine’s underground gas storage potential, this EU-funded study aimed to build a sustainable business case for the country and help the private sector identify and capitalise on viable investment opportunities.

Objectives

Why is this needed?

If Ukraine’s gas market is to be integrated successfully with Europe’s, then a deeper understanding of its strengths and weaknesses is needed. One area that has not received a great deal of attention to date is gas storage. In fact, the Ukrainian underground gas storage system has the largest capacity in Europe, which could play a key role in securing Europe’s future supply.

Actions in brief

How can the project help?

The project supported reforms in Ukraine's energy sector by ensuring that they were in line with the rest of the EU. It published reliable and up-to-date analyses of the technical, commercial and legal viability of the country’s underground storage facilities (UGSFs), and provided recommendations on how Ukraine’s gas storage potential could be fully realised. The project issued technical audit reports for each UGSF, an economic assessment report of the sector, as well as a legal assessment report of existing and new laws. Finally, a project implementation roadmap was developed to ensure the efficient and timely achievement of all proposed measures.

What results have been achieved?

A report analysing the main challenges and developments in the gas storage business in Europe up to 2030 was published. The report assesses potential demand for gas storage, and offers insight into gas storage infrastructure, regulatory background, capacity products, as well as trends in the EU Member States. It also provides details on Energy Community contracting parties and assesses the efficiency of UGSFs. A second report analysing the strategic options for storage assets has also been published.
