Armenia: CoM East provides tailored support to Martuni community for developing energy-efficient municipal projects

The Covenant of Mayors – East initiative has supported the Martuni community in Armenia to develop two new municipal project proposals. The tailored assistance, delivered under the project’s Technical assistance work package, aims to help the community advance energy efficiency in public buildings and strengthen access to international financing. These projects will be included in the online CoM East Project Pipeline and promoted via IFIs and potential donors.

During October–November 2025, CoM East experts worked closely with municipal specialists to identify the most suitable pilot facilities – the kindergartens in Geghhovit and Verin Getashen. The team carried out visual inspections, collected baseline energy data, assessed the buildings’ current energy performance, and prepared energy passports. Based on these findings, experts drafted assessment reports outlining priority energy-efficiency and renewable-energy measures and uploaded both proposals to the CoM East Project Pipeline Tool.

The Geghhovit kindergarten proposal includes four measures: insulation of the roof attic and external walls, modernisation of indoor lighting, and installation of a rooftop solar PV system.

For the Verin Getashen kindergarten, the project foresees insulation of the roof attic, external walls and basement ceiling, together with lighting modernisation. Both buildings currently fall within low energy-efficiency classes (“D, Low” and “E, Very Low”), resulting in under-heated indoor environments. The proposed measures are expected to improve thermal comfort for children and staff while reducing greenhouse gas emissions.
