Covenant of Mayors signatories learn from Chortkiv’s energy experience
On 12–13 March, the Covenant of Mayors – East organised a two-day training event in Chortkiv for Ukrainian signatories. Representatives of 24 communities from 13 regions of Ukraine discussed developing investment programmes, explored solar energy solutions, and approaches to water supply and sanitation. Oksana Kysil, national expert of the Covenant of Mayors, joined the participants to support their work.
Chortkiv demonstrated more than theory. In 2025, the city’s own solar generation reached 389.5 MWh, saving UAH 4.2 million in municipal expenditure. Six solar stations operate across the city’s water utility infrastructure: the wastewater treatment plant alone produced 96,016 kWh, while the Vavrynovo pumping station generated 79,478 kWh. The central municipal hospital runs a hybrid solar station with a capacity of 50 kW and a 40 kWh storage unit. The Chortkiv Unites social housing complex — built for internally displaced persons with support from NEFCO (€1.96 million) and the EU-UNDP Mayors for Economic Growth initiative — has already generated 24,239 kWh of electricity.
“It is very valuable when we visit each other to learn, share practices and adopt successful solutions,” said Chortkiv Mayor Volodymyr Shmatko. “We are not competitors — we are allies with a common goal: to develop our communities and make them energy-efficient, modern and comfortable for people.”
