The Covenant of Mayors – East is celebrating its 15th anniversary by launching a national contest to recognise municipalities leading the way toward low‑carbon and climate‑resilient development. Winners will be honoured at the anniversary conference in Chisinau (Republic of Moldova) on 20 May 2026.

Who can apply?

The contest is open to all active CoM East SIGNs in the EaP countries (Armenia, Azerbaijan, Moldova and Ukraine). Municipalities of any size are welcome, but each can submit only one application. Applicants should have Sustainable Energy and Climate Action Plan developed.

Key dates

Completed applications must be submitted by 16:00 Kyiv time on 10 April 2026. After evaluations by expert jury, winners will be notified by the 8th of May 2026, and awards are presented on 20 May 2026.

Application

Applications should summarise municipal details (name, population, location, contact person), SECAP information, achievements and innovations, stakeholder engagement, cross‑sector benefits, monitoring status and participation in CoM East activities. Each submission is scored on impact, engagement, cross‑sector benefits, project implementation, monitoring and CoM East participation.

Application may not exceed 3 pages plus 5 pages of annexes maximum (if relevant).

How to apply?

Think your municipality is a climate champion? Please submit your application via the online form. The application is to be submitted in the national language. The details and application form are available here: Armenian, Azerbaijani, Romanian, Ukrainian.

Please contact the Country Expert if you have more questions.

And remember: climate action shouldn’t be bogged down by paperwork – keep your application concise, compelling and on time!

Winners

Winners will be recognised at the conference taking place on 20 May in Chisinau (Republic of Moldova).  Beyond certificates, winners gain visibility via CoM East channels and may receive a modest grant of up to €1,000 for follow‑up activities such as tree planting or local awareness campaigns.

To ensure balanced representation, Armenia and Azerbaijan are each expected to have one winner, Moldova two, and Ukraine four (two awards for large municipalities and two for medium/small municipalities). Two additional winners may be selected from across the region depending on the number and quality of applications.

Looking worward to award you on Chisinau!
