Energy cooperatives refer to a business model where citizens jointly own and participate in renewable energy (RES) or energy efficiency (EE) projects. In energy cooperatives citizens are involved in both the decision making and financial & economical participation. All citizens are eligible to participate. After purchasing a cooperative share and becoming a member or co-owner of local RES and EE projects, members share in the profits and often are given the opportunity to buy the electricity at a fair price. In addition, members can actively participate in the cooperative: they can decide in what and where the cooperative should invest, and are consulted when setting the energy price.

The Ukraine Governance and Local Accountability (HOVERLA) program builds upon accomplishments from the U.S. Agency for International Development’s previous governance support to complete the necessary legal framework for decentralization and mitigate against backsliding, support the operation of newly consolidated communities, improve services delivered to citizens, and advance citizen engagement at all levels. HOVERLA works to ensure that Ukraine’s system of local self-governance is increasingly institutionalized and effective, that subnational governments are more self-reliant, and that citizens can play an increasingly influential role in local governance processes. Enterprises registered under any organizational-legal form or registered natural persons (peasant households or individual enterprises), which practice agricultural activities or processing agricultural production in rural areas controlled by the authorities of the Republic of Moldova, with the exception of units that operate in the cities of Chisinau and Balti. Enterprises that are registered in the cities of Chisinau and Balti, but that have branches or undertake agricultural activities in rural areas will be considered eligible; 2. maintain accounting records for all transactions and operations carried out in accordance with the legislation in force; 3. have at least one year of experience in the field; 4. the surface of the land owned and/or leased cumulatively does not exceed 25 ha; 5. cooperatives, in which at least 70% of the members individually own and/or lease a maximum of 25 ha.; 6. possess certificates issued by the national or international certification body, which confirm the ecological production activity (organic, biological) or that the household is in the conversion period from the traditional to the ecological method (organic, biological). This refers only to applicants active in organic farming; 7. they have no debts to the state budget. In the case of the existence of debts to the state budget, grant applicants will present a confirmation from the relevant bodies regarding their phasing; 8. have sufficient financial means to ensure their own contribution to the amount of the grant indicated in Art. 4 below.

"Pre-approved investments in high-performing off-the shelf solutions for households or businesses available on the EBRD Green Technology Selector. Items on the Green Technology Selector are automatically eligible for financing under the GEFF credit line without the need for further technical approval. To qualify to appear on the Technology Selector, items must meet or exceed high technical performance standards defined by GEFF engineers and set by the EBRD as minimum eligibility criteria for GEFF. Assessed investments with free technical services. Some green investments can benefit from specific solutions that are not obvious or available under the simple “pre-approved” approach described above. In these cases, the EBRD provides free expert advice to help identify the best solutions and ensure that the most appropriate green technologies and services are financed."

The European Bank for Reconstruction and Development (EBRD), the European Union (EU) and KfW on behalf of the German Ministry of Economic Cooperation and Development are supporting energy efficiency in Georgia.
A €40 million EBRD loan and a €13 million grant from the EU will be used to reduce energy consumption, mostly in schools, contributing to overall energy security and protection of the environment. KfW will also be providing additional financing.
Buildings consume a significant amount of energy, making up close to one-third of total consumption in the country. The investment will target schools and fund the thermal insulation of facades, roofs and basements, new windows and doors, upgraded heating systems including boilers, pipes, pumps, ventilation and cooling systems, and water-saving devices.

European Local Energy Assistance (ELENA) provides grants for technical assistance focused on the implementation of energy efficiency, distributed renewable energy and urban transport projects and programmes.
The grant can be used to finance costs related to feasibility and market studies, programme structuring, business plans, energy audits and financial structuring, as well as to the preparation of tendering procedures, contractual arrangements and project implementation units.
ELENA supports programmes above EUR 30 million over a period of around 2-4 years, and can cover up to 90% of technical assistance/project development costs. Smaller projects can be supported when they are integrated into larger investment programmes.
The annual grant budget is currently around EUR 20 million. Projects are evaluated and grants allocated on a first-come-first-served basis.

Project financed by the programme should aim at closing the gap between the countries of the region in terms of innovation, environment, energy, social issues, governance in order to overcome the barriers and support a homogenous development. Neighbourhood Investment Platform (NIP) is an integral part of the European Fund for Sustainable Development-plus (EFSD+). NIP is aimed at mobilising additional funding to finance capital-intensive infrastructure projects in sectors such as transport, energy, environment, social development and private sector. It does so by blending grant resources from the EU budget and the EU Member States and using them to leverage loans from European Financial Institutions as well as contributions from the partner countries themselves. An amount of grant resources is usually used to catalyse additional financing for development projects. Grants are often combined with loans, equity, beneficiary resources or other forms of financing, with the aim of de-risking projects and making them bankable.

The Assembly of Contributors hosted by the EBRD once per year and chaired by the largest contributor to E5P (currently the European Union)
The E5P is a multi-donor fund to encourage municipal investments in energy efficiency and environmental projects in the Eastern Partnership region. The grant allocations of E5P are flexible and recognise priorities of each recipient country with the overall aim to reduce energy use, pollution and greenhouse gas emissions. The fund also supports policy dialogue and regulatory reform. The E5P participates in projects as a co-financier. Green Economy Financing Facility (GEFF) supports businesses and homeowners wishing to invest in green technologies. The GEFF programme operates through a network of more than 140 local financial institutions across 26 countries supported by more than EUR 4 billion of EBRD finance. This has enabled more than 130,000 clients to collectively avoid almost 7 million tonnes of CO2 emissions per year. GEFF goes beyond providing simple lines of finance. The Eastern Partnership Technical Assistance Trust Fund (EPTATF) was established in 2010 to finance technical assistance operations in Eastern Partnership countries. Priority areas include private sector development, social and economic infrastructure development and climate change mitigation and adaptation. The trust fund also provides support for capacity-building programmes, such as training in beneficiary countries and grants for institutional programmes. Green Cities programme (GrCP) is an ambitious programme aimed at supporting cities, the biggest greenhouse gas (GHG) emitters, in adapting to and mitigating climate change. It was initiated in 2016 with the approval of the first Green Cities Framework (GrCF), as an instrument of scaling up EBRD’s Green Economy Transition (GET) investment in cities across the Bank’s countries of operations. The programme is on-going, with rapid expansion of the number of cities involved and number of investment projects launched. The Clean Energy Financing Partnership Facility had surpassed its 2020 target of 20 million tCO2e (tons of CO2 equivalent) annual emissions reduction and had provided 393,985 households with access to clean energy. The International Climate Initiative (IKI) is an important part of the German government international climate finance commitment. Ministry of Territorial Administration and Infrastructures of RA and regional administrations (marzpetarans).
The subvention program for the development of economic and social infrastructures of the communities, initiated by the Government of RA (GoA), is a new form of community-state horizontal cooperation, which implies co-financing of part of the capital costs of implementation of municipal programs proposed by local authorities and approved by GoA. Depending on the program area, specificity of the activity, geographical location, and socio-economic impact for community, the state budget co-finances from 30 to 70 percent of the total cost of community infrastructure development programs. Community with a budget of up to 50 mln AMD is eligible for participation in the program, provided that it ready to allocate 3 mln AMD or more from the current year community budget for co-financing each of proposed projects. There are 12 types of projects eligible for financing under the subvention program.

Project management and coordination is carried out by the Fund in coordination with the financing institutions (banks).
R2E2 Fund is a state entity that creates favourable environment for the development of RE and EE sectors by introducing the best practice of sustainable energy aimed at ensuring energy security, freedom and economic growth in Armenia. Main objectives of the Fund are to promote EE and RE sectors development, foster market development and attract investments in the sector, set mechanisms to increase the level of energy security and energy system reliability, organize and implement loan, grant and other projects, promoting the sector’s development on behalf of the state as well as facilitate the reduction of anthropogenic impacts on the environment and the human health. Since 2017 the Funds, together with partner banks, has been implementing “Community-Based EE project for Municipal Facilities” project aimed to ensure financing of EE and RE investments in the Armenian communities.
