CoM East and the European Energy Award join efforts to support municipal energy and climate planning
Two European initiatives – the Covenant of Mayors – East and the European Energy Award – are joining efforts to help municipalities prepare and implement local energy and climate plans and integrate planning and management processes. The cooperation is formalised through a Memorandum of Understanding.
The partnership provides practical support for municipalities in several areas:
- improving local energy and climate planning processes;
- training specialists and certifying their skills according to European standards;
- developing projects on energy efficiency, renewable energy and sustainable mobility;
- identifying funding sources and building international partnerships for project implementation.
“We are combining experience and resources to help municipalities plan, implement and measure the results of their energy policy. This is an important step towards building a more sustainable Ukraine,” Oksana Kysil, National Expert of the Covenant of Mayors – East in Ukraine.
Svyatoslav Pavlyuk, Executive Director of the Association of Energy Efficient Cities of Ukraine, noted that Ukrainian municipalities are entering a new stage of the energy transition. He highlighted rising energy costs, the impacts of climate change and damaged infrastructure as key challenges. He also noted that the introduction of mandatory local energy planning creates new responsibilities for local authorities, who must develop, implement and monitor local energy plans.
“For many municipalities, this is a new and complex task that requires specialised knowledge, clear methodologies and real management tools. That is why the two European initiatives are joining efforts,” Svyatoslav Pavlyuk, Executive Director of the Association of Energy Efficient Cities of Ukraine
Through this partnership, municipalities receive not only expert advice but a complete support system — from identifying needs to implementing solutions that improve energy security, reduce costs and strengthen resilience to climate challenges.
