Ukrainian municipalities learn to turn climate plans into investment projects

Сovenant of Mayors – East (CoM East), an EU-funded initiative, organised a training on public investment management in Kyiv. The event brought together local government representatives from municipalities across Ukraine.

Participants worked through how to turn measures from their Sustainable Energy and Climate Action Plans (SECAPs) into investment projects that meet national standards. The training covered the logic of Ukraine’s public investment reform — new approaches to planning, selecting and implementing projects, and the role of municipalities in that process.

A large part of the session focused on DREAM, Ukraine’s public investment management system. Municipal representatives identified specific difficulties: inconsistent classification of capital expenditure, no unified approach to naming projects and construction objects, and unclear data verification procedures. Experience from Zhytomyr showed how real cases help municipalities understand how the new system works in practice.
